Western Illinois Regional Council (WIRC), an Economic Development District, helps its member agency towns and villages apply for Community Development Block Grant (CDBG) and other funding to rehabilitate houses. WIRC has trained housing specialists on-staff and can manage the grant a city or town receives for housing rehabilitation.
