For most of Western Illinois Regional Council's programs, a household must have income at or below 200% of the federal poverty level. WIRC does not charge applicants for any of our services. Grant funding and community donations cover the costs of all services.

Exceptions
- Survivor Services: WIRC provides Medical and legal advocacy, counseling, and crisis hotline assistance through the WIRC Victim Services program to all residents of its western Illinois service area.
- Resume Building Job Readiness: WIRC staff will meet with any local resident to help them write a resume and to discuss their job search prospects. During the meeting, WIRC will ask about your household income to see if you might qualify for other services.
